Water and Wastewater Master Plan
Full title: Water, Wastewater and Stormwater Master Plan - Master Plan Report - Final (December 5, 2024)
The town's long-range plan for the pipes, tanks and treatment plants that bring clean water in and take sewage and rainwater away, so Strathroy and Mount Brydges can keep growing to 2046.
- It is a plan to 2046 for drinking water, sewage (wastewater) and stormwater in Strathroy and Mount Brydges, written by engineering firm R.V. Anderson and endorsed by council in November 2024.
- Strathroy has enough water supply, water storage and sewage treatment capacity for growth to 2046; its main needs are nine older watermains to be replaced so fire hydrants get enough water.
- Mount Brydges needs more water storage (two new 800 m3 tanks) and a much bigger sewage plant - from 825 to 2,348 cubic metres a day - plus about 11.6 km of new sewers so existing homes not on sewer can connect by 2046.
- For stormwater ponds, the plan says there is no known plan to review and fix them and the clean-out budget is too small; it recommends a stormwater policy, an inspection of all ponds, then restoring roughly one pond a year.
- The listed projects total about $102.4 million (Table 10-1) before HST; these are early 'Class 5' estimates that could be 30% lower or 50% higher.
Why it matters to you
This is the 'Water and Wastewater' master plan the mayor promised council would follow. Most of the money ($80.9 million) is for Mount Brydges sewage, so it shapes how fast Mount Brydges can grow and what water and sewer rates may need to cover.
Council received staff report EPW-2024-74/EPW-2024-80 for information and, in a separate motion, endorsed the master plan as the recommended servicing strategies to 2046 and directed staff to file a Notice of Completion; both motions are shown only as 'Carried', with no recorded (named) vote.
Promises about this plan
- Colin Grantham (Mayor): He promised a council-approved four-year capital budget tied to the Asset Management Plan, and to follow the strategic plan and the roads, water/wastewater and recreation master plans already paid for, instead of making a new strategic plan.
What the plan says to do (24)
Progress only changes when a public record shows something was done. Page numbers point to the plan itself.
- Add 1,600 m3 of drinking-water storage in Mount Brydges by building two 800 m3 above-ground tanks at the Glendon Drive pumping station, with pump-control, valve and backup-generator upgrades. page 84Not yet checked

How to tell if it is being followed
- Look in each year's capital budget (2025, 2026, 2027 and later) for lines matching these projects, such as Mount Brydges water storage, Mount Brydges WWTF expansion, the street names of the nine Strathroy watermains, a SWM policy and SWM pond rehabilitation.
- Watch council agendas and the town's Bids and Tenders page for tenders or consultant awards for the Mount Brydges storage tanks, the Mount Brydges sewage plant expansion, the Head Street North sewers and the watermain projects.
- Check whether a stormwater management policy comes to council for endorsement around 2025-2026, as Stage 1 of the plan says.
- Follow the Mount Brydges Wastewater Servicing Environmental Assessment (awarded to CIMA+ in 2025); its reports will show which sewage-expansion option the town picks.
- Compare the quarterly capital budget-vs-actual reports and the yearly water and wastewater rates reports with the timing in the plan's Project Fact Sheet (PDF page 615).
- Watch for a formal update of the master plan; the plan suggests reviewing the SWM policy after 10 years and updating the computer models about every 10 years.
- Compare progress with the 'Project Complete Year' column in staff report EPW-2024-74 (page 10): for example the Mount Brydges Class EA by 2026, the stormwater policy by 2026, the plant expansion by 2030 and the first watermains by 2032.
What has happened since
- June 8, 2026
Council (Strategic Priorities meeting) received for information report EPW-2026-49 and CIMA+'s 'Council Update #1' on the Mount Brydges Wastewater Servicing Expansion Class EA. [S10] - March 23, 2026
Council (Strategic Priorities meeting) received for information report EPW-2026-16, a Water and Wastewater Servicing Allocation Policy. [S9] - September 2, 2025
Council awarded CIMA+ $1,332,864 (ex HST) to do an Environmental Assessment for wastewater servicing of Mount Brydges (recorded vote 6-3; Mayor Grantham voted for). This is the kind of Class EA the plan called for (A2). The same night council directed staff to tender headworks and extended-aeration upgrades at the existing plant - see the Council Watch report on the Mount Brydges sewage plant. [S8] - December 5, 2024
R.V. Anderson issued the final master plan report for the public record during the Notice of Completion period; council's endorsement is attached as Appendix 1.5. [S1]
Words used in this plan
- Master plan (Class EA Approach 1)
- A big-picture study that picks the best long-term options; bigger projects still need their own detailed environmental study later.
- Schedule C Class EA
- The most detailed type of municipal environmental assessment, needed for big new or expanded facilities like a larger sewage plant.
- WWTF / WWTP
- Wastewater treatment facility or plant - the sewage treatment plant.
- Fire flow
- How much water a hydrant can deliver for firefighting; the plan uses 67 litres per second as the minimum.
- m3/day
- Cubic metres per day; one cubic metre is 1,000 litres.
- SWM facility / pond
- A stormwater management pond that holds and cleans rainwater runoff before it reaches creeks and rivers.
- Assumption
- When the town formally takes over ownership and upkeep of something a developer built, such as a pond or road.
- Class 5 cost estimate
- A very early cost guess; the real cost could be about 30% lower or 50% higher.
